Computer Use and Internet Access Policy

User Requirements

  • Children under 14 years of age must have a parent or guardian sign the “Computer Use Agreement”. Parents are responsible for the terms of this agreement, whether accompanying their child or not.

  • Children ages five and younger must be personally supervised by a parent or other responsible adult while using the computer.

Computer and Internet Use

  • Users may not transmit, use, copy or retrieve material in violation of any federal or state laws or regulations, including, but not limited to, copyrighted material, threatening, harassing, or obscene material, or material protected by trademark.

  • Users may not retrieve and/or download profanity, obscenity, or sexually or violently graphic pictures, which may be offensive to others or constitute harassment.

  • Users of the Library’s computers may not install software or store any information on the hard drive, nor may they modify the Library computer’s configurations in any way.

  • Any gap in computer or network security must be reported to Library staff immediately. Any attempt to exploit a security gap will be cause for denial of computer privileges.

  • The Library’s software is protected under the Copyright Law of the United States of America, Title 17, U.S. Code. NOTE: SOFTWARE PIRACY IS A CRIME. Users may not make illegal copies of the copyrighted software owned by the Library, nor may users use Library equipment to illegally duplicate software.

  • The Library has filtering software on all networks, designed to prevent access to material including, but not limited to, sexually explicit or extremely violent content. However, all users are individually responsible for observing the rules regarding offensive content, and parents are responsible for monitoring their children’s use of the Internet.

Responsibility

  • The City of Oceanside, Oceanside Public Library, its staff and volunteers are not responsible for any loss of or damage to any data or diskettes or other storage media or devices, arising from the use of Library networks, software, computers or equipment.

  • Users may not physically attach anything to Library equipment except specified items such as headphones and storage media approved by staff. Users are responsible for damage to network or computer equipment or software.

  • Users are responsible for ensuring that downloading, printing and any other interactive computer use is complete by shutdown time. The Library is not responsible for the loss of any information or data that may occur as a result of shutdown procedures.

  • Failure to comply with these rules may result in denial of computer privileges.

  • The City and the Library are not responsible for materials acquired or accessed through the networks. Parents are responsible for their children’s use of the Internet at the Library, whether accompanying their children or not.
